To get a restaurant license in Dubai mainland, you must get approvals from the Department of Economic Development (DED), Department of Health and Safety, Department of Tourism and Commerce Marketing. 

Apart from these authorities, if you looking to serve pork or liquor you must get additional approvals from the authorities. 

Dubai government takes the layout and construction of the restaurant quite seriously when opening a restaurant in Dubai. The layout requirements set forth by the government are:

• The area of the restaurant must be more than 750 sq ft and more if there is a tandoor oven. 
• Stainless steel must be used for food storing areas.
• There should be separate washing basins for meat, fruits, vegetable, fish and dishes.
• The chimney of the cooking area must be 2meters higher than the building next to the restaurant.  
• The walls, floors, and roofs of the restaurant must have fire-proof, absorbent material that is easily washable. 

These are some of the basic requirements when starting a restaurant in Dubai. In order to get the license, the authorities must approve the construction, layout, business plans of the restaurant.
